Is it possible to have waterfall / panadapter location
selection?
Also waterfall scrolling up/down selection.

So, you'd want a panadapter/waterfall screen with the waterfall above the panadapter, and the waterfall scrolling up instead of down?
I'm assuming you want the waterfall direction changeable so that the waterfall's most recent data always is near the tickmarks on the panadapter display.
I'll give some thought on the best way to implement this, but I don't see it as being a huge issue.

(from [106]) Added a new tab for a reversed Panadapter/Waterfall display. Also made a new waterfall parameter to make it flow "North American" style rather than "Australian" style. This makes it work better with the reversed panadapter since the newest data is always near the tickmarks.

This is committed to the SVN repository, and will be released for 0.1.0.009. I would expect a release at the latest on Friday, March 5, 2010.
