Implement Band Edge Display on Panadapter

Make the band edges display on the panadapter. The frequencies probably should be read from a plist file so that they can be changed for different countries/regions easily. Also possibly implement something where you can show the edge of CW/Phone portions, and possibly frequencies such as the PSK31 meeting place on 14.070.15. If one were innovative, they could make the display background different colors at a low gamma shaded to match the ICOM bandplan charts or something.

Implemented band information on panadapter display. This only shows the bands in general, not the Phone/CW portions.
