Implement transmitting

None of the transmit code is implemented. The low level pieces will have to be added back into the USB code. Also, initializing and using DttSP for transmit will have to be reenabled. An interface will have to be created to control the transmitter. Ideally, it should be represented on the panadapter, and the filter for transmit and receive should be able to be set separately.

Transmitting with SSB is implemented. I need to write an oscillator and the appropriate waveshaping for CW. A keyer would be nice as well, but I'm not really a CW freak.
