The loader could be smarter

The firmware loaded probably could use to be cleaned up and refined. We can check the Ozy FX2 version to see if there is an FX2 firmware loaded, and load it up if need be.
Likewise, there should be a way to detect if the FPGA firmware is loaded. We may have to start the read thread and see if we get Ozy/Mercury/Penelope version numbers back. I have to ask Phil/Bill how the FX2 behaves without an FPGA image.

The loader is about as smart as it's going to get. It successfully and consistently prepares the device hardware. Besides, Ozy is going by the wayside as Metis gains traction.
