Rework the panadapter so that it uses Core Animation layers. This way we aren't redrawing the tick marks and frequency/filter information every time we go through the update loop for the frequency data.

Still having a problem with offscreen resizing and the layers not catching up with the changes.

Also there is some rudimentary "zoom" code in here but it is horribly broken.
