Narrow Filters for CW

We could benefit from the capability of choosing narrow filters for cw use.

The problem in this ticket is superseded by Ticket #13. Changing the presets to a per-mode model will allow very narrow filters to be presented when you have the mode set to CW/L or CW/U.
